Italy COVID-19. An overview, in English, of the Decree of the Ministry of Health providing indicators for risk assessment in every Region

On 26 April, Prime Minister Conte signed a PM Decree providing for new measures for the s.c. Phase Two of the tackling of the outbreak. The new regulatory framework provides, among others, for the Ministry of Health to monitor the contagion spread in each of the 21 Regions/Autonomous Provinces on a daily basis so as to detect and assess any threat generated by the resumption of economic activities.

The Minister of Health has now adopted a Ministerial Decree ‘Criteria for health risk monitoring during Phase Two of the response to the Covid-19 epidemic’, laying down the indicators according to which this risk assessment will be conducted. This is highly relevant because basing on the outcome of the risk assessment, the Minister of Health may decide in coordination with the relevant Regional President to either set up “red zones” in sub-regional areas, or to adopt restrictions that bring the lockdown back in force in the Region at large.

Telos A&S drafted an in-depth overview, in English, of the Minister of Health Decree of 30 April.
